Television and Home Theater

I have a 35" Toshiba TV that is around 9 years old. The problem I am having is the TV turns off as soon as you turn it one. I am wondering if the on-off switch is bad. What else could cause this to happen.

This past Sunday we experienced several brief power outages. Our TV was on and flickered but did not go off. After the outages subsided, the tv switched off on its own and would not restart. It is connected to a cable tv surge protector that also protects a VCR and a DVD player- both of which still work. I suspect that the problem is a blown fuse and need assistance in locating the fuse assembly. Also, would Radio Shack carry a replacement fuse or do I need to buy from a Panasonic service center?

I would like to attempt to replace a SONY KV32V25 built in 1996 tuner. The tuner has soldering problems and distortion in sound and picture occures.

What are the steps to follow to be successful in this venture?
