Television and Home Theater

Shuts down 2 seconds after powering up. I've read about leaking capacitors causing a short. Can this be fixed but cleaning the circuit board?

I have just purchased a Toshiba LCD TV and i have a problem that when i first switch the TV on I can not access my stallelite channels throught the remote for approximatley 5 minutes or until the TV warms up, I've contacted Toshiba and sky (my satalite provider) and they both blame each other for the problem. Can anyone help please?

A blue haze appears on about one quarter of the screen.  Is this a bulb or optical engine problem?
