Television and Home Theater

About a week ago my RCA F31317 tv started doing somthing crazy channels 2-6 and some of the teens just went static. At first i thought it was just a cable issue, but then I checked the other four tvs in the house and they were receiving the channels fine. There are no other components connected to the tv. Just a basic cable service, yet the cable box is in another room. I tried plugging different t.v.s into the cable line and they still receive the channels so I am positive it has to be my t.v. Does anybody have any ideas????

The picture on my Samsung 46" DLP TV is too large. The bottom and top of the picture are obviously cut off (ESPN bottom line gone and only half of the basketball scores are visible, tops of heads cut off). It may be too large side to side too, although that is more difficult to tell (part of network logos lost).

Returned home to find the TV will not power on - changed plugs / batteries in remote / nothing/ TV worked yesterday - would a power surge disrupt power even with surge protector at house outlet, TV is just dead and no sign of VP Cheney hunting near my house- any advice before I call service tech.
