Television and Home Theater

my flat screen has a power button light ,, that turns blue when its powered on,,and stays red when its powerd off,,

this morning i wake up and  as i try to turn on the tv,,the light stays red and will not power oon,, and as i push the power buttom,the red light gets dimmer,,but still will not power on

OK here's the situation, for about the last 3 months my tv would every once in awhile get a green hue about the entire picture and sometimes even flicker and then the problem would  go away for days. then i started to notice a set of lines  in the shape of a rainbow starting at the bottom all the way to the top about 10 or so lines in all. they were always present  for the last month but only noticeable when the picture was all black or at least dimly lit.
