Television and Home Theater

I just purchased a used Sylvania 27" SRT2227W w/ Composite Video Input. The problem is with the sound. It works, but it is very distorted. There is a like a high pitched buzz behind the sound. It makes it sound warbly and hard to hear. It makes the sound sort of electronic/robotic. HOWEVER, when you get to certain volume levels, this goes away. Well, really only one volume, and it is pretty loud.

The above television has the following problem. Upon power on, a blue line will be displayed horizontally across the center of the screen, turning 1/3 red, 1/3 blue and 1/3 green after a few seconds. The PIP board was removed and inspected and yes, the caps were corroded. The bypass mod was applied to the board and replaced in the set and had no effect. The board was then removed again, and the set powered up and the same problem was seen. The issue is there with or without the PIP board. My quick fix failed… what now?
