Television and Home Theater

My new LG Slim 30" tube HD set has a strange video problem.  The display works properly for a few seconds and then for a second or two, horizontal scan lines moving upward appear.  During these few seconds, anything moving on-screen appears very jagged and choppy.  It goes back to normal and then repeats continuously.  This happens on all inputs that I can check.  I don't have anything to check the HDMI input with.

She has a Panasonic TV and VCR and after unplugging a scart to plug in a DVD player and then switching it back, the VCR will now only record and play in black and white.. This is a big problem because her children want to record Dr Who on Saturday as we are away.. Any ideas would be most welcome!

Just minutes ago I was watching this TV and the entire left side went full of flashing colors, a popping sound from the back was very loud, and a burning plastic smell was present. I've since unplugged the TV and called the service provider from Best Buy. Does anyone have any knowledge of like problems in the past and what it could be? Thanks.  Also as a result there is a solid 2inch line from the top to bottom of the screen that is mostly black /white but has blue and green colors too. I've tried powering down twice but the solid line remains.
