Television and Home Theater

I have a Sony that has just stopped turning on- no sound, picture, anything (this did happen after a storm where power went on and off, even though I have a surge protector. Not sure if that is related or not).  When I press the power button, the green light blinks for about 10 times, but then it all shuts off and the red standby light will blink 9 times and continously repeat itself.  What is wrong and how can I fix this?

I have a Mitsubishi WS-55813 TV set that started loosing Video and Sound (... black screen, but the set will remain ON (no blinking Green Light), or distorded image (... Horizontal Bars). When that would happen,  I turned TV Off and On again, and Sound and Video would come back. About one week ago, we turned the set On and there is a Blue Screen... no video and no sound. All the TV Menus work and look ok. The message stating "no signal is persent set will turn off in a few minutes" is very leagible. When retrieving Error Codes... Code 12: NO ERROR DETECTED.

 HI- thanks to the good info here I successfuly repaired a Sony KP51WS510 with the 7-blink no start  by soldering in the 2 tiny parts it needed.  I now have a KP51WS510 I got from a friend with a terrible convergence problem.
