Television and Home Theater

Switched my Sagem Axium HD-L32 LCD TV on this morning to find that the screen is banding (horizontal bands across the screen). The screen does it on all input channels (AV1, AV2, AV3 + DTV). I have tried switching it off/on but to no avail . Sound is unaffected. Also appear to be getting occasional vertical bands in green, blue, red. The horzontal stripes are black. Any clues/help?

I have here a Zenith TV (C32V37). I'm having a problem with it not turning on.    It begins to turn on, but then stops and I hear a "clicking" noise. From what I understand, the clicking is the ON relay turning OFF because the protection circuit is detecting excessive current being drawn by some section of the tv  I was told it could be a shorted horizontal drive transformer or horizontal output short.  Someone said I should replace the entire deflection board (6871VDM907B).  What can you suggest for me? 

I thought it would be different to post a complete case i just put on my bench a 8p4834 big screen tv. The complaint by the customer is dead, to me this does not resolve to one simple solution, that most people posting would want, this set will require some troubleshooting.
