Television and Home Theater

I am trying to fix an Emerson LC200em8g the power supply is whinning and the output voltage at the test point is 3.7.  It should be 22 volts.  Any ideas or thoughts would be great.  I am also looking for a service manual for the above model.  Please let me know what you think.  Thank you

my sons tv will come on with the power switch only on the tv and the stand by light stays on.

When you switch on the power from the mains not the tv,the tv will not work ( when you switch of and on the switch on the tv the tv works and the remote will not change the channel and the standby still on.

My Mitsubishi WS-65315 power led comes on for 2 or 3 seconds then goes out. When Input and Menu buttons are pressed for 5 seconds the code is 2-2-2. Does anyone have the manual that can be sent to me? Thank you.
