Television and Home Theater

I have a problem with my 20 inch toshiba tv it has a vertical line about 1 inch in middle apearing like a scrolled up paper resulting in the image being upside down, and above the middle line there is a series of vertical lines in which the picture is right side up and slightly visible. Below the middle, the screen is black. any help would be appreciated thanks.

I have this TV, 2000 RCA model # P52927.Several channels broadcast in SAP,even though TV is set to stereo.Most all channels have nothing but static.I have cable TV,and had the tech here today,and they tried to program the TV to play sound,what do we do to hear the TV in english,and have sound? Video games play fine,we hear sound,so we know the speakers are working.This problem started 5 days ago, prior to that,everything worked fine.. Any help is greatly appreciated. Thanks

I have a Sears brand 52" Model RSL440 AK02 with a PTV380 Chasis.
There is sound but no picture. On the HV Power board Resistor 321 was
burnt up pretty good replaced and it is holding but still no picture.
Any suggestions?
