Mitsubishi WD-73927 no power at chassis fan

Had blinking green led shutdown for sometime so I decided to pull the boards and see if the caps were bad. Found one small cap on the DM board and replaced. TV worked briefly then it shut down with blinking red led. Threw error code 35. Tested chassis fan and it was bad. Installed new fan but no power at JD terminal on micro board. I’m assuming this fan is supposed to run all the time when TV is powered on ? Looking for some guidance to troubleshoot no power to fan.
