Toshiba TV remote working once every few seconds

Hello - my toshiba remote control only works every few seconds.  so if i try to type channel 23 the 2 button works fine but the 3 button doesn't work for about 5 seconds.  same if i manually change up or down channel or anything along the same lines.  basically seems to take about 5 sec for a second button to be pushed???  Tried changing batteries and turning TV on and ff and no luck.  Any ideas would be great, thanks
