Mits 55859 replaced caps and IC but still doesn't work

 I replaced the capacitors and the IC chip. When I turn on the tv it makes a crackling kind of staticy kind of noise and it looks like the guns are firing all over the screen. It stays on for about 10 seconds then shuts off. No blinking green light. Any suggestions before I put it in the garbage? Thanks.
