Sony XM ZR1852 Amplifier

bought a new amp, after first hook up, the amp started to make a whining noise, did some research, many said it was my ground hook up, so i re did my ground to a new location, but still making a whining sound, but a new kick, the amp does not work at all. I took apart the amp and everything looks perfect. What should i do?
