Convergence problem,or not? Need help.

  I believe this is a generic question which would apply to most CRT RPTVs. My particular tv is a Sony KP48-S70. If you're able to move all three colors both vertically and horizontally while in service mode , does this rule out one or both STK ics as being defective? I can converge the picture fairly well, but not as well as it was before this problem began.Also, the auto focus does not help either. I haven't found any open pico fuses. Voltage is present on the convergence ics,however,it seems a bit low compared to readings reported on other posts regarding this subject. Is there anything  else I should be checking? Can a fairly decent picture be obtained with a bad covergence ic? I'd appreciate any suggestions.
