Mits WS55313 will not power on

My ws 55313 will not power on. I have replaced the convergence chips with Sanyo part stk 394-250 this has not helped. The code I get is a 12 which means there is no problem, but it will not power on. It will click like it is going to power on but will not.  when I plug it in the green light flashes about 3 times, then when I push the power button it flashes about three times. I have also disconnected the front panel switch and used the remote I get the same outcome the clicking noise like it is going to come on but does not.  I have the service manual and can solder well. I am any industrial electrician and can read prints well, but this schematic is difficult to me. Will someone please help me troubleshoot this problem?
