WS-65613 problem no signal

I had the green blinking on my set  and  replaced the compasitors and it worked. After I replaced the compacitors 4 months later no signal message comes on and my satilite reciever works, my game console also works. I used them on another TV. On another site it said it might be the IC regulator the second to go after caps. I have the signal board out and found the IC reg part # BA18BC0 1.8V 3 pin. could this be the problem. And, am I in the right place (signal board). Also seems like black stuff leak out of the of the IC or could it be a marker dont know? I read some place they are electrolitic. I don't know for sure. Can anybody help pics, manual or info thanks.
