TV does not always turn on

My Toshiba 36 inch HD TV does not always turn on either with the remote or the on/off button. The little red light on the tuner button flashes and the tuner makes a clicking sound. After about 10 or 20 times, the TV may turn on. I'm refering the on/off button as the tuner. Nobody in my area repairs TV's and the nearest repairman is 60 miles away. I called one guy and if I bring the TV to him, he charges $60 just to look at it and will apply that amount to the bill if he repairs the set. He would not give an estimate and I don't know if the TV is worth fixing. Can anyone tell me about how much it will cost to fix this TV? Thanks!!!
