HCL4715W no power on

I replaced the IC on this set to repair a convergence problem, when done soldering the ic's i turned the tv on and i realized it did not fix it. I figured the pico fuses have gone as well..turned the tv off.. repair the fuses and still no good...checked resistors( 3.9 ohms ) and found them to be good. after checking the resistors i put the set back togheter and now the tv wont turn on at all... the set clicks when plugged to the oulet but the front LED will stay red and nothing will make it turn on.. checked my soldering and is good ...and pico fuses as well..could a couple of resistors do this or am i missing something..please point me in the rigth direction. could i have messed the power supply?
