yes, my cable company does offer a cable box. as far as TiVo, i can't afford the cost of their box and the monthly service on top of that. also, i am pretty sure we can't get TiVo here in northern vermont.
Get rid of that cable and get Dish Network satilite service with DVR for 2 TV's in different rooms, installed for free, or if you only have 1 TV, the same receiver can work for that. Record one show while watching live TV or record 2 shows at once and watch a recorded show at the same time. DVR fee with Dish is only $5 month. Check out their promotions for new subscibers. The box is leased, you do not have to buy one.

i can't get the dish network because i live in an apartment building and are not allowed to hook up anything but cable. do you know if i can buy a dvr and use it with a cable company that doesn't provide dvr service?
There is a Federal law that states that you have a right to have satillite if you want it. You could look on Ebay for an older model Replay TV DVR, that might work, to get around the fee, you would have to record in real time, to be able to time shift recording, you would need the program guide from Replay to match with your cable co.guide and that's what the fee is for. You should check with Dish and find out what your legal rights are for installing satillite. I, personally, would not live in a place that would restict my choice of how I receive my TV programing,That's too much like fascism, where is your renters rights. Sure they own the property, but renters have rights and renters need to be informed of their rights or they just get screwed. That's my ranting.
the reason that i can't install a dish is because of the construction of the building. it's just not physically practical to install the dish because of the age of the building and the material it's made from, and the number of apartments in the building.
so can we get back to my original question? can i use a dvr with a company that does not offer dvr service? i don't want any other suggestions, i just want to know if i can use a dvr with a cable company that doesn't have dvr service. let's concentrate on answering that question and not go off on any other tangents.

Sure can. You can pick up any flavor of TiVo, or build your own using MythTV or Windows Media Center.
