Panasonic TV Problem

I have a 37" Panasonic TV Model # CT36D12DF approx 5-6 years old.  Often the screen goes black except for a bright horozontal line in the center.  It looks like the picture is being compressed into that line.  I had a repair man out to look at the TV and he said it would only take 15 mins to fix and had something to do with the circuit board.  I don't want to invest the $200 he wants into the TV.  Does this sound like something anyone has heard of and if so, is it easy to fix myself.  I'd appreciate any input.  Thanks.

It sounds like vert output, if it is intermittent try re-soldering the ic. give me a minute and i can get the ref number for you.

ic451 re-solder if it is intermittant, replace if it is constant.
