RCA TV

Dear Sir
I have a RCA TV Model number 32V550T, that will not come on I think it maybe the control panel on top of the TV which turns on the TV.  It started to plink on and off the menu screen we you turn it on it would show the guide on and off each time you push a button and now it will not do any think.
Can you help me or know any one that can?  I'm not to sure on what I need to do it fix the problem.
