Sally, what is the make and

Sally, what is the make and model of the TV set, and when you say the picture is scrambling?  What does the picture look like.  And yes there is a danger of shock, even when the TV set is unplugged.  It is not a matter of graounding something, but properly discharging differant capacitors and the picture tube in the TV set. before you attempt tp dp anythin, please read these helpfull articles that are posted here on this site.  http://www.techlore.com/article/14550...

I am sorry I still do not

I am sorry I still do not understand what your problem is.  A description of the twilight zone, I mean can we be a little more discriptive?  LOL  Ok try your best, or post a picture.
