First thing you are going to need is a service manual. Next would be to have a multimeter, an ESR capacitor checker, and an ociliscope. First thing to check with this complaint would be the vertical sweep circuit. Go to the vertical IC and make sure there is voltage at the IC and if there is, then check with the ociliscope for the vertical output waveform on the IC. If the voltage is not there, then you will need to go back to the voltage sourch for the IC and most likely will be part of the sweep power supply. If there is voltage present on the IC and no output on the IC, check all of the surrounding capacitors in that vertical circuit and make sure that none are open. If all that seems fine, replace the vertical output IC. If you do get vertcal sweep on the output IC, you will need to look in the service manual for the beam cuttoff circuit and see if something is activating the circuit to blank the video or if there is a componet falure in this circuit.
