The whistle is an indication of a short circuit in the sweep circuit, or the power supply circuit. Without the service manual and terst equipment and knowledge of how the circuit works, this should only be repaired by a trained tech. First thing I would check would be the horizontal output transistor. Next the power supply regulation circuit. Good Luck, and let us know how you made out on the repair of this TV.
