The model number as Dan requested is good to have, but some Panasonic's do go through a start up stage when you turn them on. The power relay will click and then the set will go to a stanby state. When the relay clicks on and off, do you feel or hear the high voltage static on the screen. If not, there is a short in the sweep circuit somewhere, if you do, check all the capacitors in the standby power supply circuit. Good Luck
try unplugging it for 30 seconds or so , then try again
