blue screen

i have a 37" philips lcd all i am getting when i turn tv on is a blue screen. I cannot access anything other than volume the only way i can get a picture is through a seperate freeview box connected via the av socke, and when connected through that i cannot access anything not even the volume!!!   I have took tv to repair man and he has said it is IBO ZAPER PCB can anyone give me any info or help on this?  much appreciated!!
