This is avery hard call my freind, as this could be just about anything in the power supply and or the sweep section of the TV set. Most of the time though, there is a capacitor or regulator componet that goes bad in these sets. If you have no serviceing know how, please play it safe and call in a pro to assist you in this repair. If you know how to follow a schematic and now how to solder on a printed circuit board, there is a place that sells service kits for all differant troubles with Toshiba TV sets. Im not saying that the kits work all the time but I would say at least 80% of the time ,I got a kit, it fixed the problem.
