Municipal Wi-Fi and the Wait for Universal Web Access

I just came across this article about Microsoft's contributing to building a ubiquitous municipal Wi-Fi network in Portland, OR.  Panera Bread (and countless smaller shops) are now free hotspots.  Starbucks and other coffee shops are charging for access, but it's available nonetheless.  Chicago's getting into the game - both with lots of independent hotspots, and with Mayor Daily pushing for city-wide Wi-Fi.

So, my question...  When can we expect to be able to anywhere and have always-on high-speed internet access?  And if not "anywhere", then how about "anywhere I'd want to go for work-related reasons"?  (eliminating a hiking trip into the Rockies, etc)  Anyone care to veture a guess at a target year, etc?

Jeff, when I had my laptop, I would be able to get online while I was at my part time job, as there are a few restaraunts and deli's, that have wireless routers and do not have them locked.  Also the college i attend has free web access for wireless computers.
