toshiba model 65h82, mfgr date 2002, picture flickers,blurry,on power up takes awhile before you can reconize picture,vertical lines flash on the right of screen. I work avionics for anmerican and have a fcc license. I have discharged tvs before (high voltage anoide wire)but i am a little rusty. purchased repair manual= schmatics,ipc wire diagrams.where would u start?
