94 Mitsubishi 27inch tuner scrambled model CS-27401C

I have a 27 inch mitsu tv that the tuner i beleive has an issue.

I can tune in all cable channels but sound only, the picture is scrambled (like ppv ones)

My dvd player quit at the exact same time. It keeps blowing fuses.

I think my house experienced a power surge and took out the dvd which inturn may have screwed up the tv tuner too.

The tv will not even tune to the inputs through the rca jacks.

I have tried both cable A and B and both sets of inputs through RCAs with another DVD player and no luck.

The on screen displays work like volume channel ect but either snow or scrambled is all i get for a picture

I am fairly knowledgable and can remove components and even solder items in if neccecary but I am not sure which component to start looking at.

If anyone knows this model or has schematics and can possibly trace the issue, i would be eternaly greatful.
