Sony CCD-TRV57 8mm Analog Camcorder have ON in View finder and LCD always..How to turn it OFF?

I have Sony CCD-TRV57 8mm Analog Camcorder purchased about 4 years back. I have an issue with my camcorder. The camcorder is always ON even though I keep the POWER Off in Camcorder or place the option to LOCK, still the it is ON in LCD and Viewfinder. If the POWER is OFF, the Camcorder is ON without picture, because the lens is closed. The camcorder is ON in all 3 modes, PLAY, REC and OFF mode. I can see it in Viewfinder and LCD. Because of this my battery is getting drained. Also, when my camcorder is charging in AC Outlet, the Camcorder is always ON and it is not charging. It is charging for few minutes without ON and then it makes a ring sound and it turn ON and not charging.

Please help me how to fix this issue. Thank you.
