RCA 52" immediately goes off after hitting power button to turn on

My RCA 52" P52730CK will not stay on. When I push the power button the green light briefly comes on, it makes an noise and immediately turns off. I called a repair shop and was told that it was arking and that the ? board needed to be replaced to the tune of $300.00 plus labor. Can this be fixed by soldering? Any help or suggestions will be GREATLY appreciated!!!

Not if its the High voltage

Not if its the High voltage transformer thats bad.  the way to test this is take out the horizontal output transistor, see if its good, or checks shorted.  If it test good, then there is probably a fault somewhere in the power supplys.  If it is shorted, the flyback transformer is probably bad, and the price you got is a reasonable one.  I'm not sure how the shop knew what the problem wopuld be over the phone.  This set is not a place to be experiementing around inside of, so if you have no solid state or electronic training, play it safe and call out a pro to assist you in this repair.  Good Luck, and keep us posted on the progress of this repaitr.
