Closed Caption Problem above channel 24

I bought this RCA TV model # D52W20 in 2003. It works fine until a month ago. Closed Caption in All channel above channel 24 (24 to 99) disappeared. I used Charter Cable which is hook to this TV.

TV Service man came and analysis this problem. He blamed on Cable Company which caused problem with signal strength. I do not believe that cable cause this problem. I tried other TVs (RCA F19426 which is manufactured in 2002, and Magnavox 15MF400T/37 which is newer) they are working great at any channels from 2 to 99.

It is still under extended warranty, and Service man didn't do anything about this TV.

Any suggestion?

Have you had a brown out or

Have you had a brown out or black out, or total a loss of power in the past or lately?  Is this when the TV lost this extra feature?  If it is, then go with the remote to the menu and do a complete TV  channel scan and see if that helps.  Is this digital cable?  Do you have a cable box?  If you do, and the TV is set on one channel, and you use a box to change channels, then I agree with the TV repair person. It is the fault of the cable.  Good luck and please if you need any more assistance, Please let us know, and Good luck, and also let us know how you made out.

 Cable is hook directly to TV.  I did unplug power for 1 minute then plug it back in.  Still the same problem.  Funny thing is that when I use VCR where Cable hook to it.   then Video cable from VCR output and hook directly to video input of 52" Projector TV. Caption didn't show either. 

 Then I unplug video cable from the RCA Projector TV, and plug it into 19" RCA TV. Caption did show. That's telling me that the Projector TV could not pickup first horizon line of picture where the caption signal is. 

Next, I plug the video cable back in the projector TV, and I play VCR tape includes closed caption. It did show closed caption.   

 Why did RCA 19" show closed caption while 52" RCA didn't show.  It could be HDTV problem with HDTV tuners above channel 24.  I will contact Charter about this issues.
