Magnavox RPTV Combo Block Hissing

I have a Magnavox 1995 model FP4640W104 that is hissing from the HV Splitter/Focus Combo block. When turned on its either very low or not there, then it starts getting louder. The picture doesnt seem to be affected at all.

Also what values needs to stay the same on a Ceramic Disc, One in tv is 270pf 2kv I would like to replace it cause its missing a chunk out of the top coating.

Any idea's of why its doing this I would appreciate it.

Could be a short could be the

Could be a short could be the HV wires are not seated properly focus or G2 could be turned up to high.All the values need to stay the same only replace it with what came out of it.
