Your problem with the Samsung HCL4715W is most likely related to the picture tubes (crts). The faint horizontal lines are "retrace" lines. They can be caused by weak, defective or mis-adjusted crts. They can also be caused by incorrect voltages or signals being applied to the crts.
A technician would check adjustments of the crts, video or blanking signals and other voltages at the crt. Usually an experienced technician can determine if it is a CRT problem or the circuits connected to the CRT in a reasonably short time. Sometimes it is a simple as poor or corroded connections between the crt and the crt socket, or bad solder connections on one or more crt boards. Sometimes the screen control assembly is defective. Many times it is defective CRTs.
If it is a crt defect, much time can be wasted looking for other causes. If it is not a CRT problem and not poor connections between a crt and crt board, repairs are too technically challenging for a DIY repair.

Not to sound stupid, but I didn't know there were tubes in a rear projection. I'm guessing by the response that I should call in a tech?
