Mits. WD-62525 red status light

I'll start from the beginning.  I replaced my lamp several months ago, and life was good for a couple of weeks.  Then one day, the set failed to turn on.  My status light began to blink red in a 1 long, 3 short sequence.  I hit the reset button a few times to no avail.  Unplugged at let sit for a while, no dice.  Pressing Menu + Device gave me a code 37, which I learned meant "Lamp or Ballast Fan Stopped".  So I took the back panel off to see if I could see anything obvious, which I didn't.  Not being an electronics expert, I buttoned everything up.  Amazingly, the set powered right up. 

Since that time, the set has intermittently exhibited the same symptoms (same code 37 when it fails), however, simply hitting the reset button has been getting solving (albeit temporarilly) the problem.  However, as of a few days ago, the reset button has no effect.  I'm still getting the code 37.

When I press the power button, I hear a click and the green light comes on, then another click and the status light begins to flash red.  I had a tech from a local repair shop come out yesterday.  He said that he "thinks" its the power supply, and that he needs the TV for two weeks and it'll cost at least $825.

As I don't have a spare $800 to throw at this thing, I figure I don't have much to lose by attempting a DIY fix.  I'm not an expert, but I'm great at following directions.  Where should I begin to troubleshoot this for a DIY repair.  Could this be a result of the "bad capacitor" problem so many of these sets have?  

Any help is greatly appreciated.

My apologies, it's "Exhaust or Lamp Ballast Fan stopped" not "Lamp or Ballast fan Stopped".

Well, I discovered the fan

Well, I discovered the fan that sits on top of what I assume to be the lamp ballast fails to come on when the power button is pressed. The rear exhaust fan comes on fine.
