Is it happening on all TVs in your house or just this one? Assuming just this one, check your cables and make sure that they're securely attached to the TV and/or try other cables if you have them. Also, if the TV isn't too big to move, you could try another location that you know is working right to try and eliminate the outlet/cables from the equation.

The TV is less than 2 hours old. I am using NEW S-Cables and Dish Network. I have a old 20" TV that was there 3 hours ago and had mint picture.
I really didnt want to return the TV because it is over 2 hour drive back to the retailer. But it looks like I am going to have to.
