Panasonic CT 2783W1 (1998, CRT Type)

Let me start by saying I found this thing sitting next to a dumpster. But it has a 33" screen, and I just couldn't resist picking it up to see why it was there. When I first plugged it in, it worked great. It's got a really good picture, and made for a stunning second T.V. in the bedroom. After using it it for a few days, it began to blink on and off. The screen goes black, while the sound continues. The screen will come back on after a random ( I mean REALLY random, sometimes not at all) amount of time. Sometimes flipping the power on and off will recover the picture. After a while of this, I decided to open it, and made about vacuming the inside and the motherboard out, it was just coated in dust. After plugging it back in, it ran like a champ for a short while, but soon began the same blinking all over again. I wanted to see if someone might have any ideas on this, before I lug this monster back out to the dumpster, it is a really awesome picture when it's working. Any help would be appreciated,..

Blinking off isn't very descriptive.

This could be a blanking problem, maybe a Y/C jungle chip overheating or even the CRT.  If you're not losing high voltage this maybe a video related problem.

More specifically, the screen

More specifically, the screen simply goes black. Sometimes it will "stutter", the same appearance that old vhs players showed as they were off-track, with the picture appearing to "bounce", with a number of thick black lines falling from the top of the frame. Again, the screen will just do this randomly, it doesn't seem to be brought on by the source, that is to say, I have two video sources plugged in via RCA input, and a UHF input, all act the same.

Might I ask where I could find clarifacation on the parts you have mentioned, and is there instruction on this sight for testing/troubleshooting them?
