HCL4715W No Picture or sound

My hcl4715 wont turn on at all.. you plug it and it will just click two times and the front red LED will stay on and the tv wont power on. Could you please point me in the right direction. I have knowledge of electronics and components testing and i believe is not the power supply board because i have power going out of it. I have the manual for the tv so please suggest what else could be causing this?
