Most likely there is no high voltage which will appear like no picture. The blinking light usually indicates whether or not there is a signal present in the cable connected to the computer. For example, take a working system and pull out hte video cable. In most monitors, the light will blink indicating a loss of input signal. Please post the make and model numbers of the pieces and we'll try to provide more detailed assistance.
