Insignia NS-C5111. Unit will not power ON. (Car CD/MP3 Player

Faceplate stays lit constantly (IGN.switch OFF). With IGN Switch ON, unit will not power ON. LCD also stays lit.No schematic avail. Is anyone familiar with this problem ? If so please help with solution . I suspect either a transistor or IC as the culprit, but know which one(s).
