My Philips Magnavox-Smart Series. 14". Wont turn on. When I try to turn it on. Sometimes after hundreds of intents it would turn on, but after an hour or two it would turn off again. What can I do to fix this?

I have a philips 27 inch tv that has no picture or sound. When I plug it in, I hear a rapid beeping/ bird chirping sound. It seems to be coming from the largest part on the circuit board, a yellow cylinder with copper wire around it. The sound slows down and stops when I unplug the tv. The serial number is 27PT543S37A. Can I fix this?
I posted this same problem on Fixya.com and got this reply.
The "singing" you hear is an overloaded power supply and that could be a shorted horizontal output transistor as well as a bad flyback transformer. It's a possibility that you could even have an open B+ capacitor off the flyback transformer that supplies a voltage to the scan drives but most likely the earlier.
