"heat run" problem

I have a 13" White Westinghouse TV. model # WTV1332  9/99  AC/CA 120v 60HZ 55 watts. when  I turn it on it says "heat run". and then goes to the menu screen. I can also go to the settings, but can"t get any channels. It also comes on automatically when I plug it up.  any help or feed back would be greatly appreciated......thanks  memax4
